A Broken System Leads to a Lack of Services for Special Education Students

The New York City Department of Education released a report last week that says up to 40 percent of students in the city recommended for special education services may not be receiving them. That’s not even the worst part of the story.

In the same report, the DOE said that it could not be sure what percentage of students were not receiving services because the department’s own data streams are unreliable.
