Why talented black and Hispanic students can go undiscovered

Economists saw results when one Florida school district implemented a new screening procedure for gifted and talented students: Instead of relying on teachers and parents to make referrals, a test was given to all students and the highest scorers were referred for I.Q. testing. With the new procedure, many more black and Hispanic students have been identified for the gifted program.
