Charter Report Says High-Need Students Underserved

The New York Charter School Charter, a non-profit, released a report saying that charter schools are less likely to serve high-needs students compared to the traditional public schools in the same district, says NY1. The report indicates that charters also have higher turnover rates for teachers and principals.
