What Makes Charter Schools So Successful? This Brooklyn Principal Is On A Mission To Find Out

Neil J. McNeill Jr., principal of the Middle School for Art and Philosophy in Brooklyn, was frustrated when he learned that fewer than 4 percent of his students had passed state exams in math, while his co-located charter school  in the Brownsville neighborhood,Kings Collegiate Charter School, had passed 37 percent of the students.

He then set out on a mission to find out what could be done.
